Cuba Summons US chargé d’affaires in Protest against his Disrespectful Conduct

May 31, 2025 from Havana

Statement from the Ministry of Foreign Affairs of the Republic of Cuba

On Friday, May 30, the Ministry of Foreign Affairs of Cuba summoned the US chargé d’affaires, Mike Hammer, to call his attention, once again, to the interventionist and unfriendly conduct he has assumed since his arrival in Cuba, which is unbecoming of a diplomat and disrespectful to the Cuban people.

The director of Bilateral Issues of the General Directorate for the United States, Alejandro García del Toro, delivered a verbal note of protest to the diplomat expressing firm rejection of his behavior, which violates the Vienna Convention on Diplomatic Relations and contradicts the Agreement on the Reestablishment of Diplomatic Relations signed between the two governments.

García del Toro emphasized, as stated in the verbal note delivered, that by inciting Cuban citizens to commit serious criminal acts, undermine the constitutional order, or encourage them to act against the authorities and demonstrate in support of the interests and objectives of a hostile foreign power, the diplomat is engaging in provocative and irresponsible behavior.

He added that the immunity he enjoys as a representative of his country cannot be used as a cover for acts contrary to the sovereignty and internal order of the country to which he is accredited, in this case Cuba.

The ministry’s note also rejected the public and insulting manipulation by the chargé d’affaires when referring to National Hero José Martí, thereby demonstrating his ignorance of the fact that independence and anti-imperialism, as pillars of the Cuban nation, are based on José Martí’s conviction and warning about the danger posed to Cuba by the United States’ desire for domination.

The director took advantage of the meeting to give the diplomat a copy of excerpts from José Martí’s unfinished letter to his Mexican friend Manuel Mercado.
